Mikrokino FEST 2003 is an international short video and
film festival to be held for the third time in Belgrade, Serbia, from
February 20-23rd, 2003.
Mikrokino FEST is organized by LOW-FI VIDEO (Belgrade-based organization
promoting short, independent and alternative films), the leading Eastern
European microcinema programmer. LOW-FI VIDEO was launched in 1997, and
to this date it has screened almost 600 Serbian and more than 260 foreign
short film.
Mikrokino FEST 2003 will be a competitive festival with two awards:
1. Mikrokino FEST 2003 Audience Award
2. LOW-FI VIDEO's Mikrokino FEST 2003 Award
Mikrokino FEST 2003 is looking for titles from all over the world. The
categories are:
1. Short fiction (drama, comedy, action, any other genre)
2. Short animation (any kind)
3. Short experimental
4. Documentary
5. Internet and CD-ROM film (made primarily for the Internet or CD-ROM
presentation)
For MIKROKINO FEST 2003 REVUE PROGRAM ONLY, we are looking for:
- digital, low-budget full-length feature films,
- presentations of short film festivals, production houses, film and video
organizations.
THERE IS NO ENTRY FEE.
THERE IS NO CENSORSHIP.
Each film will be previewed by the preview jury, which will select the
films to be shown at the Mikrokino FEST 2003.

ENTRY REGULATIONS
1. The number of entries is not limited.
2. Films should not be longer than 20 minutes. Documentaries may be longer
than that, but the preferable duration is up to 40 minutes, due to the
limited projection time.
3. The languages of the Mikrokino FEST are English and Serbian. Films
of any other language must be subtitled in English. All films must be
sent along with dialogue list. All dialogue lists must be sent via e-mail,
also.
4. Films may have originated in any format but must be submitted on VHS
(PAL preferably) or miniDV (PAL only) or CD-ROM (only interactive films!!!).
5. Only films completed in 2001 and 2002 are eligible.
6. There is no entry fee.
7. Due to the specific situation in Yugoslavia, Mikrokino FEST is not
able to send films back to the submitters. Each film submitted will be
included in the festival's archives, for the internal use only.
8. Deadline for submissions is January 1, 2003. Films, which arrive after
that date, will be taken into consideration if sent before December 25,
2001.
9. Only films accompanied with necessary enclosure (see "HOW TO SUBMIT
YOUR FILM") are eligible.
10. Mikrokino FEST is not able to pay any rental or screening fee.
11. Each film will be previewed by the preview jury, which will select
the films to be shown at the Mikrokino FEST 2003. Members of the preview
jury are the most distinguished Serbian alternative filmmakers.
12. Before February 10, 2003, all submitters will be informed via e-mail
about the films selected for the Mikrokino FEST program.
13. All films selected for the Mikrokino FEST 2003 will be taken into
consideration for alternative microcinema distribution throughout Eastern
Europe.
HOW TO SUBMIT YOUR FILM
1. Send it on VHS (PAL preferably) or miniDV (PAL only) or CD-ROM.
These copies will be used for preview and screening.
2. Each film must be sent along with the following enclosures:
· Printed, filled out and signed entry form and declaration
· Dialogue list (if necessary)
· Biography and filmography of the director
· Poster and booklet (if available)
· At least one photo or still from the film (it must be e-mailed
as .jpg attachment, 300 dpi)
2. Please mark "NO COMMERCIAL VALUE - FOR FESTIVAL PURPOSES ONLY"
on the package (if more than one tape is submitted, please, send it separately).
